PRIMARY RESPONSIBILITIES

    1. Incorporate best practices regarding confidentiality into all job duties and communications in accordance with Article 27-F and HIPAA, ACR Health policies and procedures and other applicable regulations.  Protect agency data in accordance with confidentiality procedures and protocols.  Observe and abide by the HIV Confidentiality Law and HIPAA.
    2. Oversee the entire range of financial activity in the agency unit, including both the treasury and accounting functions.
    3. Formulate and recommend policies on banking, receipt and disbursement of funds, extension of credit, fiscal and accounting matters.
    4. Develop standard accounting, analysis and reporting procedures for exercise of overall financial control.
    5. Direct the preparation of all financial statements, including income statements, balance sheets, tax returns, and governmental agency and contract reports.
    6. Review and approve all fiscal documentation i.e., payroll, accounts payable, accounts receivable, budgets, vouchers and reimbursements and tax preparations.
    7. Analyzes operations and makes recommendations for process improvement.
    8. Works with the Executive Director and other executives to coordinate planning and establish priorities for the planning process.
    9. Review and approve all fiscal documentation i.e., payroll, accounts payable, accounts receivable, budgets, vouchers and reimbursements and tax preparations.
    10. Studies long-range economic trends and projects their impact on agency funding.
    11. Works with other department heads collaboratively to monitor each department and make recommendations.
    12. Coordinate annual agency audit and timely implement recommendations generated by audit and management letter.
    13. Maintain agency contract agreements i.e., equipment leases and maintenance agreements).
    14. Advise the Executive Director on all matters affecting financial operations.
    15. Attend board meetings and finance/audit committee, as instructed by the Executive Director, to review agency financial reports.
    16. Maintain confidentiality of all fiscal matters, clients, volunteers, staff, and other components of the agency.
    17. Participate in ACR Health Strategic Planning activities as a member of Senior Leadership Team.
    18. Attend and present at Senior Leadership, Management Team and Staff Meetings as instructed by the Executive Director.
    19. Adhere to relevant health and safety policies and procedures.
    20. Perform all other duties as required.

    MINIMUM QUALIFICATIONS

      • Excellent management, leadership, and supervisory skills in a fiscal or controller’s office.
      • Excellent analytical and organizational skills
      • Proficient in database and accounting computer application systems, preferably in a non-profit environment.
      • Proven track record in ta-building and working knowledge of public grant management.
      • Ability to exercise independent judgment and to set work priorities.
      • Ability to meet deadlines and to work professionally and cooperatively with a wide range of people.
      • Excellent written and verbal communication skills.
      • Sensitivity to AIDS, chronic illness, LGBTQ issues and a strong commitment to the mission, vision, and values of ACR Health.

       

      Education/Experience:

      • Master’s degree in Business Administration, Accounting, or Finance or related field required.
      • Certified Public Accountant designation preferred.
      • Eight to ten years of experience in financial management required.
