Job Title: Harm Reduction Coordinator

Location: Syracuse Office – 627 West Genesee Street

Salary: $24.30 – $28.30 Hourly

Classification: Non-Exempt, full-time, thirty-five-hour (35.0) week; occasional evenings and weekends required for meetings, workshops, conferences, and seminars.

Position Summary: The Harm Reduction Coordinator supports the Syringe Exchange Program by coordinating harm reduction services, outreach, and education for people who use drugs. This role focuses on building trusting relationships, distributing supplies such as sterile syringes and naloxone, providing overdose prevention education, and connecting participants to health and social services. The coordinator works closely with community partners and the prevention team to ensure a compassionate, client-centered approach that reduces risk and promotes overall well-being for participants and team members. Supervises assigned staff and interns within the SEP.

 MINIMUM QUALIFICATIONS:

  • Bachelor’s degree preferred, or equivalent combination of education and experience; or a minimum of 2 years of experience delivering stigma-free, non-judgmental and culturally responsive services to diverse populations.
  • Demonstrated ability to communicate effectively and professionally with internal teams, external providers, and collaborative partners.
  • Strong written communication skills are essential, along with proficiency in Microsoft Word, Excel, PowerPoint, and the full Microsoft Office Suite.
  • Ability to manage multiple tasks in a dynamic office setting.
  • Flexible team player with the ability to take on new assignments.
  • Access to a reliable vehicle with insurance and a valid NYS driver’s license that complies with DMV screening requirements for travel purposes.
  • Demonstrated understanding and commitment to implementing harm reduction as a philosophy and a programmatic requirement for service delivery and community education.
  • Demonstrated commitment to cultural humility; sensitivity to HIV and chronic illness, LGBTQI+/TGNCNB, and BIPOC communities; and strong commitment to the mission, vision, and values of ACR health are essential.

 PRIMARY RESPONSIBILITIES:

  • Incorporate best practices regarding confidentiality into all job duties and communications as required by Article 27-F, 42 C.F.R. Part 2, HIPAA, and all ACR Health policies and procedures, as well as adhering to regulatory requirements and contract obligations. Protect agency data in accordance with confidentiality procedures and protocols.
  • Ensure that all interventions are delivered within the fidelity requirements of the intervention, the standards outlined by funders, and department/agency internal protocols.
  • Ensure people who use drugs have access to services at ACR Health’s Drug User Health Hub and at partner locations across Central New York. The position will collaborate with the onsite Nurse, Physician or other clinical personnel, conduct individual client assessments, referrals and offer other low-barrier case management services when needed.
  • Assist in the supervision of SEP team members, as well as peers and program interns.
  • Provide individuals with one-on-one interventions, risk reduction counseling, safer use information, as well as conducting treatment readiness assessments, linkages, and appropriate referrals to treatment facilities as needed.
  • Assist in ensuring staff maintain accurate client and service records in accordance with ACR Health’s department’s policy and procedures.
  • Assist in ensuring the accuracy of progress notes and client encounters.
  • Prepare all required reports and support data which relate to daily/monthly activities.
  • Assist in ensuring staff is providing harm reduction, client-centered care to all participants.
  • Assist in providing all new and current staff with appropriate training and maintain necessary training requirements in accordance with agency and program requirements.
  • Identify and develop networking relationships with community-based organizations.
  • Assist with the general work of the department, including special projects and general agency programs/initiatives.
  • Participate in appropriate and applicable training/professional development opportunities for a minimum of 24 hours of relevant curriculum-based training annually.
  • Attend mandatory All Staff Meetings and participate in required agency training opportunities, workshops, and skill-building as well as team building activities.
  • Work in a cooperative, collegial style with all other organizational personnel. Conduct oneself in a professional manner as an agency employee and representative of the agency within the community and with the agency’s collaborative partners and referral sources.
  • Perform other duties as assigned by the Harm Reduction Program Manager, Director of Harm Reduction & Prevention, Chief Program Officer and/or Chief Executive Officer.
